Big news today: the federal government has imposed an emergency and governor’s rule in Khyber Pakhtunkhwa (KP). This is one of the biggest steps the central government can take against a province. Here is everything explained in simple words, from the beginning.

The short version

  • When: Sunday, October 11, 2026
  • What: An emergency (Article 232) and governor’s rule (Article 234) in KP
  • Who approved: The federal cabinet recommended it, and President Asif Ali Zardari approved it on the advice of Prime Minister Shehbaz Sharif
  • Main reason given: Rising terrorism and the claim that the PTI-led KP government failed to deal with it
  • Next step: A joint session of Parliament on Tuesday, October 13

What happened today?

The federal cabinet held an emergency meeting chaired by Prime Minister Shehbaz Sharif. It looked at the security situation in KP and recomended the two measures. The cabinet said the provincial government had “disengaged” from the fight against terrorism. The President House then announced that the President had approved both measures, and according to Daily Times they took effect imediately.

Please note that some news reports earlier in the day only said the decision had been “agreed”, and a few reports said it was not yet fully in force. Later reports from Dawn, ARY and Daily Times say the proclamation has been issued. Details are still coming in, so some points below may change.

What do these two terms mean?

Emergency (Article 232): The President can declare an emergency in a province if there is a serious threat to security that the provincial government cannot control. During an emergency, the federal government can take over some powers of the province.

Governor’s rule (Article 234): The President can impose this if a province’s government cannot work according to the Constitution. Then the governor, who is appointed by the federal government, runs the province on behalf of the centre. KP’s governor is Faisal Karim Kundi.

What changes in KP?

According to Daily Times, the proclamation says:

  • The federal government can direct the governor to use some or all of the powers of the provincial government.
  • Parliament will use the powers of the KP Assembly, or they will be used under its authority.
  • Chief Minister Sohail Afridi, the provincial ministers, advisers and the advocate general no longer hold their offices.

A new chief secretary, Dr Muhammad Fakhr Alam Irfan, was also appointed, according to a notification reported by Dawn.

Some reports say the plan is an emergency in 12 districts (like Kurram, Waziristan, Bajaur, Khyber, Bannu and Dera Ismail Khan) and governor’s rule in the rest of the province, with a federal “FATA Council” in the tribal areas. This is a reported plan and has not been fully confirmed.

Why did the government do it?

The government gave these reasons:

  • Terrorist incidents in KP rose by about 195 percent between March 2024 and September 2026, according to intelligence and police reports shared with the cabinet.
  • Police were the target in about 73 percent of attacks in 2026, and drone attacks on police went from none in 2024 to about 170 in 2026.
  • KP has more than 9,000 empty police posts, and shortages of modern weapons, night-vision gear and armoured vehicles.
  • The “Safe City” camera project is limited to Peshawar.

Please remember that these figures come from the federal side and have not been independently checked. Federal Information Minister Attaullah Tarar also said the KP government did not strengthen counter-terrorism systems like forensic labs and the Counter Terrorism Department.

What does PTI say?

We could not find a full official statement from PTI or Sohail Afridi at the time of writing. Before this decision, Afridi had warned of a strong reaction if governor’s rule was imposed, and had said that his government would stay within the Constitution. PTI also says that extraordinary federal action hurts provincial autonomy. A PTI-linked leader, Barrister Gohar, was reported saying KP is already effectively under governor’s rule. Another leader, Aimal Wali Khan, was reported refusing to support the move.

Constitutional experts quoted in the media say each article must meet its own conditions, and that political differences alone are not enough reason.

What about the long march?

PTI’s long march, which began on October 4 and is demanding the release of Imran Khan, was still going inside KP before the decision. We could not confirm what has happened to it since today’s announcement. The next plan was expected to come from Swabi.

What happens next?

  • A joint session of both houses of Parliament is set for Tuesday, October 13, to approve the measures.
  • Under the Constitution, an emergency declared by the President on his own must be approved by Parliament within 10 days.
  • The government also made a last effort to talk with JUI-F chief Maulana Fazlur Rehman before the decision.
  • PTI may go to court or hold protests. KP police were reported to be on alert for possible violent protests.

Why does it matter to ordinary people?

KP has millions of people, and governor’s rule changes who runs their province, schools, hospitals and police. It can also change the political situation of the whole country. If you live in KP, please follow trusted local news and avoid rumours on social media.

This is a developing story, and details may change. We will keep you updated.
